The success of a Source to Pay implementation programme depends on having a clear picture of the desired ‘end state’ you want to achieve.

Defining the future structure of your organisation, including the resources, processes and technology needed, and where procurement fits within the wider organisation, can make the difference between success and failure. A Target Operating Model (TOM) should reflect the culture of the organisation and be driven by a vision of where the company wants to be in its procurement space.

Building a Procurement TOM will help define what you want to achieve from your procurement function and provide the roadmap for the change. The TOM will also enable you to formulate a compelling business case for the programme of change and provide a useful tool for stakeholder engagement.

The following steps should be followed:

  1. Understand your organisation’s current position
  2. Define your vision and procurement goals
  3. Design the Target Operating Model
  4. Adopt a phased approach
  5. Build the business case
